Helping Low- to Moderate-Income Households Purchase Homes in Areas with Lower Disaster Risk

The ReCoverCA Homebuyer Assistance (HBA) Program provides down payment and closing cost assistance to individuals and families who were living in areas impacted by declared California fire and flood disasters. The program is designed to support low- to moderate-income households who may face limited housing choices after a disaster and to help them purchase homes in areas with lower risk of future fire and flood events.

Current Funding

Provides up to $350,000 in homebuyer assistance for income-eligible households who lived in qualifying areas impacted by the 2017 California wildfires, including Sonoma and Ventura Counties and select ZIP codes in Santa Barbara, Lake, Mendocino, Napa, and Yuba Counties.

Provides up to $350,000 in homebuyer assistance for income-eligible households who lived in qualifying areas impacted by the 2018 California wildfires, including Butte, Lake, Los Angeles, and Shasta Counties.

Provides up to $300,000 in homebuyer assistance for income-eligible households who lived in qualifying areas impacted by the 2023 and 2024 California floods, including the Hoopa Valley Tribe (ZIP 95546), Monterey, San Benito, Santa Cruz, Tulare, Tuolumne, and San Diego Counties.

Funding for the Program is made possible through a Community Development Block Grant - Disaster Recovery (CDBG-DR) grant from HUD.
